Position Title: Monitoring & Evaluation Specialist
Location: CAVT Central Office (Amman) – with periodic field visits to branches
Reports to: CEO
Works Closely With: QA Manager, MIS Team, Department Heads, Campus/VTI Directors Contract Type: Full-time
Job Objective:
To design, manage, and implement a robust M&E system for CAVT, ensuring timely, accurate, and meaningful data is collected, analyzed, and used for institutional decision-making, program improvement, stakeholder engagement, and reporting.
- Lead the implementation of the CAVT M&E framework based on international best practices and aligned with the results matrix and logical framework.
- Develop and update M&E tools, indicators, and guidelines in coordination with QA and MIS teams.
- Build and manage an M&E indicator tracking system integrated with CAVT’s Management Information System (MIS).
- Develop, pilot, and roll out baseline, midline, and endline assessments for CAVT programs and campuses.
- Provide technical support to M&E specialists and Officers and campus staff in data collection, analysis, and reporting.
- Ensure indicator data is disaggregated by program, gender, region, and other relevant dimensions.
- Support evidence-based planning, reporting, and performance reviews at the institutional level.
- Collaborate with QA, training, and planning departments to feed M&E insights into improvement plans.
- Prepare periodic progress reports and contribute to donor, board, and stakeholder reporting needs.
- Maintain and update documentation of M&E activities, learning, and findings.
- Bachelor’s degree in Economics, Statistics, Education, Public Policy, or related field (Master’s preferred).
- At least 8 years of relevant M&E experience in education, TVET, development, or public sector reform programs.
- Strong knowledge of monitoring frameworks, evaluation methodologies, and logical frameworks.
- Experience with MIS systems, digital survey tools and Excel/Power BI.
- Excellent analytical and report-writing skills in Arabic and English.
- Analytical Thinking: Interprets data to generate actionable insights.
- Systems Thinking: Designs scalable M&E tools integrated with MIS and QA frameworks.
- Planning & Organization: Manages multiple data collection cycles across multiple branches.
- Communication: Translates data into meaningful reports and briefs for decision-makers.
